Camrose & Camrose County, AB


Camrose County and the City of Camrose are undertaking the preparation of an Intermunicipal Development Plan for lands within the County surrounding the City. The Plan will be a broad based policy document by which the two municipalities will cooperatively manage the future growth and development in the Plan Area.

The Plan is being prepared under the guidance of a Steering Committee composed of Reeve Don Gregorwich, Councilors Trevor Miller and Doug Lyseng from the County, as well as Mayor Clarence Mastel and Councilors Gerry Galenza and Wayne Throndson from the City, together with administrative and planning representatives from the municipalities.

You are invited to a public information meeting on Thursday, February 25, 2010 at the Edgeworth Center located at 4512 53 Street. It will be in Meeting Rooms 2 and 3 upstairs. Please use the Central Entrance and follow the signs. The session will begin at 6:30 PM with an informal open-house format to allow you to view information boards and maps. At 7:00 PM, a formal presentation will be given describing the purpose and objectives of the Plan, the preparation process, and some of the major planning and policy issues the Plan will address. This will be an interactive presentation where those attending will have the opportunity to ask questions and provide comment on the proposed Plan. This is not an Open House to discuss annexation or rezoning. This is a public presentation to update the community on the status of the Camrose IDP process

WHAT IS AN IDP?


An Intermunicipal Development Plan is a broad policy document endorsed by two or more
municipalities that addresses . . .

  • Future land use in a defined area.
  • Physical, social or economic development
  • Administration and review of the plan
An Intermunicipal Development Plan is NOT . . .

  • An annexation application (separate process with own regulations under the MGA)
  • A mass rezoning of land (separate process with own municipal regulations)

PURPOSE AND OBJECTIVES OF THE IDP


  • Promote orderly, economic and beneficial land development
  • Protect and enhance the natural environment
  • Maintain viable agricultural operations by minimizing land fragmentation and conserve lands that have high agricultural potential.
  • Encourage the Municipalities to engage in regional infrastructure planning to ensure infrastructure such as that the roads, water, wastewater and storm water management services and facilities are in place to support growth and development in the Plan Area and to ensure coordination with City expansion.

What we heard at the Open House:

  • What is the timeline for disputes

    Depending on the application, there may be very specific timelines that all parties are aware of.

  • Does this plan streamline the development process

    Yes your application will be done through the county with the process outlined in the Plan.

  • Airport Noise

    That has not changed there is no plan to increase the airport or move its location. Yes you can expect airport noise there will be some development restrictions such as the size of house, towers etc.

  • Area Structure Plan

    Planning document specific to a development that outlines how transportation, servicing, fire protection, zoning etc will be done. - requires a bylaw from county council - requires 3 reading with a public hearing

  • Annexation

    What is the effect of an IDP on annexation - an IDP is not an annexation application - an annexation is a separate process, the IDP may provide information towards an annexation application

  • IDP Timing

    Right after the annexation has been approved - the annexation process has been worked on for some time, in the agreement reached by the municipalities a condition was the passing of an IDP

  • Transportation Plan within the IDP

    No there is no transportation plan or water servicing agreement within the IDP - it was felt that those services should be considered separate from the IDP and considered by both councils

  • Annexation

    Who is responsible for roads within the annexation - city

  • Green area

    Camrose Creek north of the city of Camrose - that remains to be an environmentally sensitive area that would be subject to the same setback and protection requirements

  • City "say" in County development

    Told that the city has none - the IDP will outline the process including referrals for development

  • Ervick and Legacy included in original map

    Now out - yes because of the feedback received from the original meeting, landowners did not want to be included in the Plan Area

  • How was the amount of land determined

    Notification in the County MDP was 2 miles - other municipalities were about 2 miles - the steering committee determined the area to be 2 miles

  • Transportation plan and Water Servicing Agreement should be signed by municipalities prior to endorsing the IDP

    Steering committee felt that the transportation plan, water servicing agreement and other planning documents should be done separate of the IDP
